LET CONNELLS MOVE YOUR HIPSMaria Lindo 4 December 2007On 10th September it became a legal requirement that all properties with three or more bedrooms, which were coming onto the market for the first time, had to have a Home Information Pack (HIP). This requirement is expected to be rolled out to smaller properties in the next month or so. “There has been a lot of discussion in the media about the pros and cons of HIPs and a lot of scaremongering about the effect they would have on the housing market, the cost etc,” says Sue West, Manager of Connells' Headington office. “This is the most fundamental change to the way we buy and sell property for decades, some would say ever. Any sort of change make people nervous and HIPs is no exception. “However, let’s look at the facts. The only additional item in the Home Information Pack is the Energy Performance Certificate, which rates the property’s energy efficiency and suggests practical steps that can be taken to improve it. The rest of the pack is made up of the searches etc. that had to be done by the property lawyer anyway. The only difference now is that they have to be there at the beginning of the transaction. With the HIP in place the buyer can have a full picture of the property, its energy efficiency, details of title, lease, searches before they make an offer. The existence of the pack means that once an agreed sale has been tied up, it should be a much quicker process to exchange.” Prior to the introduction of HIPs Connells worked with the Government and took part in various trials.
